oakdryad for pointing me at this article about a report written in 2000 about American foreign policy. A fascinating read, and not very long.
The report itself seems to be available here as an 850K pdf. I haven't read it yet. If you hear reports that my flatmates have had to scrape me off the ceiling, then you know what's happened.
It's been a reasonable day, otherwise.

The US policy on Central and South America and in South East Asia has always been to try to dictate to other countries and to invade if the population dared to elect anybody even remotely left-wing.
Perhaps reminding them that they didn't win the Korean War or the Vietnam War might help a bit... Although possibly Dubya doesn't know where Vietnam is....

Americans are infamous for staring at their bellybuttons and not thinking about the rest of the world, but, Christ, I find myself hoping that Dubya suddenly discovers the fascination of lint. It'll keep him from thinking about anything else.
