That age being the seventeenth century, of course, and the man being Sir James Balfour. According to www.ffhsoc.freeserve.co.uk/fliskstats.htm, at least, "he is unhappily stigmatized by Robertson as the most corrupt man of his age".

I've been vaguely trying to remember who was described as such for several years now.
